Birla while addressing the Assam assembly on Friday said there is a tendency for disruption of proceedings. He also highlighted the lack of decorum in Parliament.
He said, "It was even more disturbing when such disruptions were pre-planned. We need to rethink as debate and discussion are core values of the parliamentary system. While people should be the focus of the discussion, debate and discussion must be according to democratic values."
He added, "Parliament should not become the centre of noise and pandemonium. Dissent and different views will be there. However, it must be resolved in Parliament as per the democratic traditions."
He added, "To obstruct the proceedings of the House is not right. In 75 years the democracy in India has become more vibrant, stronger and peoples' aspiration has also increased."
The speaker said, "Democratic institutions have to be transparent, responsive. Big countries are discussing Indian democracy. It is established that parliamentary democracy is the best system."
