CHANDIGARH: A Pakistani exhibitor, taking part in a trade expo here for the first time, found himself in trouble with Customs authorities confiscating his goods at Wagah border for bringing them into Indian territory for commercial purpose and imposing a penalty of Rs 24,000 on him.

The aggrieved exhibitor blamed Lahore Chamber of Commerce and Industries, which invited Pakistani participants at Itex-07 being organised by PHD Chamber of Commerce, for not informing him about the customs duty to be imposed on the goods at Wagah border.

"On the assurance given by Lahore Chamber of Commerce that I will be allowed to sell my goods at the exhibition and no import duty would be charged on the same, I brought 10 tonnes of juice for sale, but Customs authorities confiscated my consignment and imposed penalty on me," Q M Khawar, manager of Lahore-based Juice Pack Industries, said.

Customs officials, however, have allowed Khawar to take 30 per cent of the goods with him for the expo, which comes under the permissible limit, he claimed.

However, Moinuddin Siddiqui, joint secretary of Lahore Chambers, said they had told the participants to hire the services of a custom clearing agent who would inform them about the procedure involved in selling goods in India.

"Our role is just of a facilitator and participants should know that duty would be imposed on goods which are intended to be sold at an exhibition in India."

A PHD Chambers official here told reporters that the exhibitor did not follow the proper procedure. The rules stipulate that he will have to secure Customs clearance prior to bringing his goods for sale in an Indian expo, and there is also a limit to the amount of goods he will be allowed.
