Stating that effectiveness of the civil servants has a huge impact on the lives of the people, Patnaik said taking quick decisions, effective implementation and through monitoring were the hallmarks of this job.
"Understanding development models, assessing socio-economic changes and successful application are also essential," he said.
"As you know, India is a developing country and is facing a range of development issues, we are striving hard to reduce poverty, provide quality education and health, improve infrastructure, bring gender equality and trying to solve many other socioeconomic issues," Patnaik said.
He said though India has made tremendous progress on various fronts since the beginning of the new millennium, yet "We have to go miles. As responsible officers of the Government, you must execute plans and policies to achieve our goals faster."
He suggested the new civil servants not to blame circumstances, but to go ahead in the determined path to achieve success. "I would like to suggest all successful civil service candidates to make transparency the hallmark of their personality and career.
It is a fundamental characteristic of a successful officer, and you must lead by example. You should take care that your actions benefit the poorest of the poor and you should be sympathetic towards women, children and physically challenged people," Patnaik said.
