Orissa leveraging tech to standardize services, to set up survey training institute

Panchyatiraj Department has set out a comprehensive automation based unified software for monitoring of various developmental schemes.

BHUBANESWAR: Orissa government is leveraging technology and IT to provide timely and better services to common masses. In its bid to reinforce accountability, enhance transparency, strengthen internal management and provide standardized business practices across the state, Panchyatiraj Department has set out a comprehensive automation based unified software for monitoring of various developmental and poverty eradication schemes including MGNREGA.

The software will have facilities like social audit management, citizen’s interface, beneficiary management, asset management, preparation of work plan, drawing design and estimates, training and handholding support and workflow based grievance redressal System, officials said.

The proposed software of Panchayat Raj department will synchronize advanced technological interventions and will be a role-based process automation system which will enhance effectiveness of the delivery of services to beneficiaries.

Based on NREGS model, the software will provide unified frame work for management of other schemes in future also. It will have provision for reporting and data entry through GPRS enabled mobile from any remote place and from the spot where a particular project is located.

It will also have facilities like social audit management, citizen’s interface, beneficiary management, asset management, preparation of work plan, drawing design & estimates, training & handholding support and workflow based grievance redressal system, officials said.

Similarly, in a major decision, the state government has decided to set up a Modern Survey and Settlement Training Institute (MSSTI) to train and guide and update the revenue officials about new methods of land survey and settlement processes. High-tech survey methods like Electronics Total Station (ETS) & Differential Global Positioning System (DGPS) will be adopted for land survey, officials said.

Chairing over a high level official committee meeting, chief secretary, B K Patnaik asked the Orissa Space Application Centre (OSAC) to submit the Survey Proposal through these methods within a week. Information Technology department will provide the guide line for application of these methods. The MSSTI will start functioning in OSAC premises till completion of new building. Mr Patnaik has asked the Director Estates to identify and provide land near OSAC for establishment of the institute.

Meanwhile, the three Revenue Division Commissioners have been asked to prescribe definite time frame for delivery of different services at Tahasil Level. The Revenue department has already set up such service centers at 145 Tahasils out of 316 Tahasils in the state and has been asked to cover all Tahasils by the end of coming financial year. Reviewing the progress in digitization of cadastral maps, the chief secretary has directed Orissa Computer Application Centre [OCAC], and Revenue department to complete the work by December, 2012.
