NEW DELHI: Finally conceding that implementing odd and even on Monday is a "test", Delhi transport minister Gopal Rai on Sunday said "vested interests" want to fail the scheme and the city government had decided to change its approach for enforcing the much talked about road rationing scheme. The initial emphasis on citizens voluntarily following the rule has now made way for the enforcement authorities deciding to adopt a strict and unsparing approach.

"From the media to opposition politicians, everybody is giving us threats (dhamki), saying, we will see on Monday whether odd or even scheme works in Delhi or not. It is true that many people are hoping to fail this rule. I appeal to all Delhites that the success so far was because of your support, tomorrow’s success is also in your hands," said Rai. Following the appeal, he them proceeded to underline the shift in the city government’s stand.

"For two days, we have only worked for awareness. Nobody will be spared. Action will be taken strictly against violators," he said.

Rai, who held meetings with the city government’s co-ordination committee for implementation of the odd and even scheme, took on a more determined position. Speaking with reporters at the Raj Niwas road located official residence, he explained at length about the performance of the scheme so far and the future plans of the government about it. He denied criticism that there was no impact on pollution in the national capital. "Pollution level has been decreasing in Delhi. Delhi is also jam-free now. It is time of test for us and Delhi as well," he said.

Signalling the government’s intention to strictly implement the odd and even scheme, Rai said on Monday, video recording secret and open as well will be done to catch violators. "There will be video recording with mobile cameras by civil defence volunteers to catch repeat violaters. In all districts, secret and public cameras will be placed for catching violators."
