NEW DELHI: The Delhi government on Thursday busted an illegal certificate racket in Saidul Ajaib, Saket sub-division of south district. In a raid, alleged kingpins Govind Ram and Amit were caught with certificates, attestation documents and stamps by district authorities and handed over to the police for further investigation.

The accused were allegedly duping applicants by providing them forged documents for obtaining certificates like caste, income and domicile, among others. To establish the authenticity of the documents, the state authorities have decided to send the documents to a forensic laboratory.

Senior officials of south district received a complaint alleging that an illegal certificates making racket was going on in Saidul Ajaib. DM (South), Niharika Rai, then ordered a secret raid for busting the racket.

After initial survey of the area showed some evidence, a team comprising SDMs Vikas Ahlawat (Saket) and Shivam Teotia (Hauz Khas) carried out the raid. "During the raid of a one-storey house in a dingy corner adjacent to Azad Chicken Shop in Saidul Ajaib on IGNOU road, a large number of documents of various districts were found. These included application forms for various kinds of certificates, such as income, caste, voter IDs, etc," a statement from the district authorities reads.

Many certificates that looked like originals and ready for distribution were also seized. Documents allegedly used to make the forge papers were also recovered. One electricity bill of the year 1988 was also found. This document would have given an applicant proof of residence of before 1993, a mandatory requirement for obtaining an OBC certificate. Certain stamps and seals of various designations were also found that may have been used to attest documents with forged signatures.

The officials also found two computers along with documents and other materials, which is expected to give leads for further investigations. "The documents and materials are being sent for forensic examination. An FIR has been lodged and an in-house inquiry has been marked to SDM Saket by DM (south) to assess the role of official staff in the matter," the press statement added.

Rai informed that she has streamlined the office functioning and public dealing in the DM and SDM offices. "We are taking various initiatives, including keeping strict vigil over branches dealings with public and work related to application and issuance of certificates. The functioning of patwarkhanas and land records segment is also being monitored," she added.

Complaints being received through PGMS and in the office are being taken seriously and attempts are made to verify them at the earliest. Also, decoys from public and informers have been roped in, the DM stated.
