NEW DELHI: UP chief minister Mayawati on Wednesday joined the political opinion that accuses the Centre of being soft on terror and blamed the Manmohan Singh government’s policies for the spurt in terror activities.

“The Centre is solely responsible for the spurt in terror activities in the country,” agency reports from Ballia quoting Ms Mayawati said. The UP chief minister said porous borders and inability to tackle infiltration were the source of the problem.

With Uttar Pradesh becoming a target of jehadi attack in the recent months, the chief minister has been taking several proactive measures. In an attempt to arm the forces with the required law to tackle terrorism, Ms Mayawati recently introduced the Uttar Pradesh Control of Organised Crime Act (UPCOCA) in the state Assembly.

According to the Bill, organised crimes include terrorist activities, kidnapping for ransom, trying to obtain government tenders by force, contract killings, occupying vacant government and private lands through forged documents, spurious drugs, indulging in money laundering and human trafficking.

The Bill has the provision of capital punishment or life imprisonment and a minimum fine of Rs 1 lakh in case of death of a person as a result of the crime. It also empowers the state government to form special courts in consultation with the high court for trying such offences. In her address in Ballia, Ms Mayawati said the Centre, unlike the governments like the one headed by her, has no courage or conviction to tackle terrorism.

That the chief minister will toe an aggressive line against the Congress was evident when she painted the Centre as “anti-Uttar Pradesh”.

The chief minister, who blamed the Centre for the fertiliser and power crisis in the state, said she had yet not got any positive response from the prime minister on the state’s demand for Rs 80,000-crore economic package.

Announcing that work on ambitious Ganga express highway from Ballia to Noida would start next month, she said her government is committed to developing the state and would also allow private participation in this regard.

Alleging that the BJP and the Congress are conspiring to scrap provisions of reservation for the Scheduled Castes and backward communities, Ms Mayawati said she would provide reservation facility in private sector too if the BSP comes to power at the Centre.
