Maya lifts ban on student union polls

The ban on student body polls in universities and degree colleges was imposed in September last year by the Mayawati government.

LUCKNOW: In a significant move Uttar Pradesh chief minister Mayawati on Wednesday lifted the ban on student union polls in the state.

The ban on student body polls in universities and degree colleges was imposed in September last year by the Mayawati government, after student leaders created ruckus across the state protesting against the move of the administration to implement the Lyngdoh committee recommendations for student body polls.

The opposition Samajwadi Party has been campaigning aggressively to get the student unions restored and has staged several agitations in recent months, including one in Etawah in January this year which saw a youth being killed in police firing on the protestors.

Ms Mayawati announced lifting of the ban in the assembly on Wednesday and said that the student union polls would now be held under the Lyngdoh committee guidelines.

Student union elections in the state are notorious for violence and show of strength and several murders in the past have been attributed to student politics related rivalry.

Samajwadi Party supremo Mulayam Singh Yadav has aggressively been wooing the student community in the state and had in the past scrapped an anti-copying notification to mobilise the student community. On his returning to power in 2003 he had immediately lifted a ban on student union polls in place then.

The previous Lucknow University vice-chancellor RP Singh had to wage a long drawn struggle against the student leaders and the Samajwadi Party government in 2006, who were opposing his move to implement the Lyngdoh committee guidelines in the campus.

However, Ms Mayawati on returning to power last year had imposed a ban on student union polls in September 2007 on the grounds of their creating law and order problems.

Many student leaders were expelled after the ban was imposed and some with criminal charges were also thrown behind bars. Ms Mayawati had constituted a committee headed by the chief secretary PK Mishra for considering all aspects of student union polls.

According to the new guidelines for student polls the upper age limit for a student seeking to stand for elections is 28 years and minimum attendance of 75%.

The candidate should not have any criminal case against him or her and should not have faced any disciplinary action from the university or degree college.

A maximum of Rs 5,000 poll related expenditure would be allowed for each candidate and only hand made posters would be permitted to be used. The use of loud speakers and vehicles has been prohibited.
