Manohar Parikkar replaced as PAC chief by Vijay Pai-Khot
Goa’s Opposition leader Manohar Parrikar was replaced as the chairman of the Public Accounts Committee by his party colleague Vijay Pai-Khot
Parrikar-headed PAC had submitted a detailed report on Rs 4,000-crore illegal mining rackets, but Speaker Pratapsingh Rane refused to table it. The Congress MLAs on the PAC, Agnelo Fernandes, Victoria Fernandes and Francis Silveira questioned the report and refused to sign the report.
Another PAC member, Maharashtrawadi Gomantak Party’s Dipak Dhavalikar, too objected to the report. MGP is a coalition partner in the Congress-led state government.
Parrikar submitted the report to Speaker Rane though it did not have the signature of 4 out of the 7 members in the committee, almost in a repeat show of what his senior party colleague MM Joshi did at the Centre on the 2G scam report. Speaker Rane, however, withheld the report, pointing out the objections by majority members. The session ended Friday.
Khot represents Canacona constituency. Other BJP members from the existing PAC, Damodar Naik and Fransis D'Souza, too have been replaced. Parrikar earlier maintained that it was not within the powers of the Speaker to hold back the report.
Rane retorted to this saying, “If you want to talk about it. come to my chamber.” Opposition members staged a walkout in protest in the House. After BJP legislators left, Rane told the House that a majority of the PAC members had raised an objection over the report.
“When I have received letters from the committee members saying they have not seen or signed the report, it's my duty to scrutinise the report,” he said.
