Make report on Gurgaon land deals public: SN Dhingra
He added that his job was to submit the report, and if there were no irregularities, there would have been no reason for me to write a 182-page report.

Speaking exclusively to TOI, Dhingra said, "See, nothing happens with what I wish. Lekin mere ko ye samajh nahi aata ki agar commission bani hai to government kyon nahi publish karegi. (But I don't understand why the government won't publish the report when it set up the commission) The government should publish it."
When he was asked whether he faced any pressure during the probe, he replied, "No pressure, no threat and no request." He added that his job was to submit the report, which he did on August 31. "If there were no irregularities, there would have been no reason for me to write a 182-page report, I would have finished in a one-line statement," he had stated after submitting the report to chief minister Manohar Lal Khattar.
The state government had set up the commission on May 14, 2015 asking the panel to probe issues concerning the grant of licence for developing commercial colonies by the town and country planning in Gurgaon, during the previous Congress government of Bhupinder Singh Hooda.
The former judge said that during the probe he examined record of all CLUs and licences of four villages (Sihi, Shikohpur, Kherki Daula and Sikanderpur Bada of Gurgaon district). The Vadra-DLF deal was struck in Shikohpur.
Dhingra also said that he had sent questionnaires to all companies, which had licences in the area to give them a fair chance to put forward their points of view. He however refused to give details on the kind of irregularities he found during his probe and said, "Bhai report padoge to bahut sare facts milenge (You will get all the facts if you get to read the report)."
When asked whether former CM Hooda should have appeared before the commission, Dhingra added, "This is also part of my report. Though, the order related to this specific issue was handed over to his (Hooda's) counsel...He can make it public, not me."
