Karnataka Governor's suggestion for President's rule to be spiked today

NEW DELHI: The Centre may on Saturday formally reject Karnataka Governor HR Bhardwaj's recommendation for imposing President's rule in the state.

The turning down of Bhardwaj's recommendation for dissolution of the Karnataka assembly, made soon after the Supreme Court set aside Speaker KG Bopaiah's order disqualifying 16 rebel MLAs, including 11 from the ruling BJP, ahead of a trust vote in October 2010, will leave the Governor with no option but to convene the already-delayed budget session of the state assembly.

The Home Ministry on Friday forwarded Bhardwaj's controversial report to the Prime Minister, detailing its view in an accompanying note, for final decision. The MHA note is said to have cited Yeddyurappa's clear majority in the House, besides quoting from relevant court judgements, including the SR Bommai verdict that requires the majority of the government to be tested on the floor of the House.

MHA is believed to have gone by Yeddyurappa's numbers in the current scenario, rather than going by the situation that existed during the trust vote in October 2010. The prime minister will be taking the final view on whether to reject the Governor's report at his level or convene a Cabinet meeting to take a collective view against any Central intervention in Karnataka.

The Yeddyurappa Cabinet had on May 13 decided to schedule the assembly session from May 16. However, the Governor, following the Supreme Court order, hastily sent a report to New Delhi seeking the imposition of President's rule. Even though there are no takers at the Centre for the governor's report, Bhardwaj has stuck to his guns and refused to convene the budget session - now sought to be scheduled from June 2 - unless the Centre takes a view on his May 13 report.

Meanwhile, BJP has set a May 25 'deadline' for the Centre to reject governor's recommendation. "We will give time till May 25 to the central government to recall the governor. If it is not done, we will intensify our agitation," Karnataka BJP unit president KS Eshwarappa told reporters in Bangalore.

Eshwarappa and chief minister also ruled out resignation of assembly Speaker KG Bopaiah in view of the Supreme Court strictures on his conduct in disqualifying 16 MLAs in October last year.
