NEW DELHI: With terror exported from Pakistan affecting the global community, Germany also urged Pakistan to do more to curb the menace and said that banning Jamaat-ud-Dawa was not enough. At the same time Britain also pushed Pakistan to take ���appropriate action���.

German federal minister of the interior Wolfgang Schauble, who held talks with home minister P Chidambaram and national security advisor M K Narayanan, admitted that it was not enough to just ban Jamaat-ud-Dawa, a front for Lashkar-e-Toiba, which is behind the Mumbai terror attacks. ``Sometimes it is not sufficient to ban the organisation...,������ he said, and added that a ``stable Pakistan is in everyone���s interest������.

Mr Schauble, who was urged by India to visit this month, further acknowledged that there were instances where the intelligence network was not completely under the government of the day. ``Sometimes the government is not in full control of some parts of the intelligence network,������ he said in response to a question on the ISI.

New Delhi���s assessment, which is shared by many countries, is that there are four power centres in Pakistan which include the civilian government, military, ISI and the jihadi elements. New Delhi believes that the civilian government is at the bottom of the power ladder.

Mr Schauble, who did not want to comment on the ISI involvement, said that the Pakistani authorities need to fight terrorism. ``We encourage the Pakistani authorities to fight terrorism. Pakistan is also threatened by it,������ he said and added that Germany would help India in anyway that it can.

He was told by his Indian counterparts that the terrorists wanted to create friction within India. ���My Indian colleagues said terrorists want to create an atmosphere of provocation between Muslims and Hindus and Pakistan and India,������ he said. Praising India for the restraint shown in the aftermath of the Mumbai attacks, the German minister, who also called on Prime Minister Manmohan Singh, said that Germany was willing to help India in any way possible, including intelligence sharing and wanted to study the investigations of the Mumbai terror attacks.

Apart from Germany, Britain also pushed Pakistan to take ���take effective and appropriate��� steps against Pakistan-based terror outfits responsible for the Mumbai terror attacks. British High Commissioner Sir Richard Stagg was quoted as saying that there is ���clear evidence��� linking these outfits to the Mumbai terror attacks.

Calling the attacks ���ghastly and appalling���, Sir Stagg said that it was an attack on India as a country, its values and people.
