JPC demand may scuttle debate on N-deal too

Opposition is unlikely to allow Parliament to function as part of its agitation demanding a JPC scrutiny of the deal.

NEW DELHI: Though the Lok Sabha is scheduled to discuss the Indo-US civil nuclear deal on Monday, the Opposition is unlikely to allow Parliament to function as part of its agitation demanding a JPC scrutiny of the deal amid indications of the government considering sine die adjourment of the monsoon session tomorrow itself.

Though the opposition strategy will be formally firmed up at a meeting of the NDA leaders on Monday morning, the BJP leaders have already indicated that they will not allow the debate till their demand for a JPC is met.

With both Houses of Parliament remaining paralysed for a week, the government may opt for an early sine die adjournment of the session even though it was originally to last till September 14. There are indications that the government may try to push the unorganised workers Bill on Monday just like it introduced a couple of Bills on Friday amid the Opposition’s din in the House.

The unorganised workers Bill is meant to provide a social security net for the largest section of India’s working force. The unorganised sector workers are estimated to account for 80 per cent of the working force, and they are not entitled to the benefits of the organised sector which come under the trade union Act.

The government has already turned down the Opposition demand for a JPC, saying there was no constitutional provision of parliamentary conventions to subject international treaties to the scrutiny of any House panel. The stand-off over the JPC has already torpedoed the Rajya Sabha debate of the civil nuclear deal, and the same is expected to happen in the Lower House too.
