J&K and Ladakh: Union Territory with legislature and without legislature

In a historic decision today, Rajya Sabha passed The Jammu and Kashmir Reorganisation Bill, 2019. This essentially means that the state will be bifurcated into two Union Territories- one (J&K) with a legislature, other (Ladakh) without a legislature. Going ahead, how will today's decision affect the two regions?

Here's an explanation-

Elected Representatives/ central nominee

Jammu and Kashmir, which became an Union Territory with legislature will get to elect its own representatives, whereas Ladakh being an Union Territory without a legislature, will be run by a lieutenant governor who will act as an administrator.

Since Ladakh will be an UT without legislature, it will be ruled directly by the central government through lieutenant governor as the administrator. He will be appointed by the Central government and will be a representative of the President of India.

Jammu and Kashmir being an UT with legislature, will have the option of forming their own governments and having a legislature with elected members and a chief minister (like New Delhi and Puducherry), yet the powers of such governments will be lesser than the state governments.

Sending legislatures to the Parliament
UTs with their own Legislatures -- Delhi, Puducherry and now Jammu and Kashmir -- will send representatives to the Rajya Sabha, besides the Lok Sabha. Other UTs send representatives only to the Lok Sabha.

UT with a legislature
In case of Jammu and Kashmir, the President shall not have the authority to make any regulation with effect from the first day of the meeting of the legislature.

UT without a legislature
According to Article 240, the President of India has the power to make regulations for UTs not having their own legislature. This will be applicable in the case of Ladakh.

In case of dissolution of Legislature- Jammu and Kashmir
If the legislature is dissolved, or its functioning remains suspended, the President can immediately take over and make regulations for good governance of that UT.

The regulation made by the president may 'repeal or amend any Act made by Parliament or any other law which is for the time being applicable to the union territory.' When the regulation is announced by the president, it has the same effect as an Act of Parliament.
