Jammu and Kashmir floods: 2010 report warned of flood that will 'submerge valley'

The report, parts of which were published in a local Kashmiri daily, had stressed that the state was not equipped to deal with such huge floods as the assessors predicted. It warned that most parts of the Valley from Anantnag in south up to Khadinyar in Baramulla in the north would likely be submerged.
Commenting on the report Ashwin Pandya, chairman of Central Water Commission, said, "The state had submitted a proposal in 2010. We asked for some changes but for months there was no response. They never followed up," he said, adding that it's not humanly possible to predict floods, that too years in advance. The report predicted water discharge of around 1.5 lakh cusecs in Jhelum, enough to submerge most parts of Srinagar city. State officials couldn't be reached for comment.
