Jaishankar stressed that India pushed for the UNSC to hold Pakistan accountable for its support to terrorism, even as Pakistan tried to derail efforts through diversion and denial.
“Terrorism is unacceptable. When Operation Sindoor was launched, we clearly stated our objective — to dismantle terror infrastructure in Pakistan," he said, reaffirming India’s zero-tolerance policy on terrorism.
He added that the global community stood with India after the Pahalgam attack, and praised the international backing for India's firm stance.
“We will never bow down to nuclear blackmail,” the EAM declared, addressing threats often used by Pakistan as a deterrent to India's counter-terror operations.
Here are the highlights from his speech in the lower house of Parliament:
- The focus of India’s diplomacy was the United Nations Security Council (UNSC), but a major challenge was that Pakistan was a member of the Council while India was not at the time.
- India aimed to secure the Council’s endorsement for holding Pakistan accountable for cross-border terrorism.
- Jaishankar expressed hope that the House acknowledges the efforts made in this regard.
- He stated that while Pakistan tried to sow seeds of discord, India pushed for the UNSC to take a clear stand and hold Pakistan responsible.
- On terrorism, Jaishankar said it is unacceptable under any circumstances.
- He explained that during Operation Sindoor, India clearly stated its objective — to target and dismantle terror infrastructure in Pakistan.

- He highlighted that few would have imagined that terror sites in Bahawalpur and Muridke would be dismantled the way they were.
- Clarifying diplomatic communication, he confirmed that no phone call took place between PM Modi and US President Donald Trump between April 22 and June 17.
- After India retaliated against Pakistan’s attack, Jaishankar said phone calls were received indicating that Pakistan was ready to de-escalate. However, India responded that any such request must come formally through the DGMO (Director General of Military Operations).
- Responding to concerns raised about Pakistan-China collaboration, Jaishankar said such cooperation has been ongoing for 60 years, and it is not a new development.
- He pointed out that the longest period Pakistan remained on the FATF grey list was during the Modi government, highlighting the pressure applied on Islamabad during this time.
