At a demonstration held at Jantar Mantar, AIATF workers raised slogans against Pakistani spy agency ISI.
He also said the most wanted terrorists hiding in Pakistan should be brought to India.
On the eve of former Prime Minister Rajiv Gandhi's death anniversary, the organisation submitted a memorandum to the Home Minister, saying that the "black list" bearing the names of terrorists related to Punjab violence should not be reviewed.
At a demonstration held at Jantar Mantar, AIATF workers raised slogans against Pakistani spy agency ISI.
"Pakistan should be declared as a terrorist state. The government of India should take up the matter with the UN and the present situation provides us with a good opportunity," Bitta said.
Pakistan is facing criticism after it was found out that al-Qaeda chief Osama bin Laden was hiding for years in a city near Islamabad. The dreaded terrorist was killed in a US operation there on May 2.
On the recent goof-up in the list of the most wanted terrorists submitted to Pakistan, Bitta said, "An inquiry must be conducted in this matter".
Asked whether India should also launch a US-type attack in Pakistan to get the wanted terrorists, Bitta said, "We can at least finish the training camps in Pakistan-occupied Kashmir".
The AIATF also plans to observe the death anniversary of Rajiv Gandhi as Anti-Terrorist Day.
"Why (Ajmal) Kasab and the likes of him have not been hanged till now?", said Bitta. "This makes our country a soft state and Pakistan knows it very well," he added.
There has been a "systemic collapse of our security system and our forces need considerable amount of training, perhaps from Israel," said Bitta.
