India needs a data regulator: Sibal
Science and Technology Minister Kapil Sibal on Monday favoured creation of a national regulator for data sharing to facilitate proper use of valuable data for all round development.
Sibal said various Government departments possess huge pool of valuable data which could be shared with various agencies as data sharing is fundamental for development.
The government possesses enormous amount of data but so far we have not been able to use them properly.
He said even government departments sometimes do not want to share data with other government agencies impending the development process.
"So we should have a data regulator so that valuable data could be made available," he said addressing a gathering after releasing a book titled "E-Commerce in India: Assessments and Strategies for the Developing World" written by IAS officer Alwyn Didar Singh.
"Data is raw material for development. If you do not make the raw material available to public, it will be difficult to ensure equitable development," he said.
Sibal said India does not have a "proper architecture" to exploit the benefits of e-commerce and data sharing. He said even private sector can access the data by paying fee.
"Why cannot we have a portal where information about all the farmers of the country, their land holding, their economic condition, map of their land and other relevant information can be put out," Sibal asked.
"We can actually build an infrastructure providing all these information as we need the last mile connectivity to ensure proper development," he said
He said his ministry has initiated steps to map 60 per cent of the country as Defence Ministry has reservation about mapping areas in coastal region, North East and Jammu and Kashmir.
