India may start N-trade with others: US daily
A US media report has warned that once the nuclear deal passes the IAEA and NSG stage, India could start civilian nuclear cooperation with other NSG countries even if it is not cleared by the US Congress
The report goes on to say that the US Congress does not have the required number of legislative days to pass the deal. The report said that the Hyde Act, the enabling legislation, includes a requirement that the US Congress should be in continuous session for 30 days before it can take up the 123 Agreement for a vote. The report said that due to the August recess, less than 40 days are left in the session before Congress adjourns on September 26. The report quoting administration and Congressional aides said that the time will start only after the nuclear deal passes through the IAEA and NSG step.
Senior Congress member Gary Ackerman, who was in India recently, had warned that there is likely to be no lame-duck session of Congress and that the deal would have to reach the US Congress before September. The Congress session adjourns on September 26. The report further said that the NSG could even take several months to reach a consensus.
���At this point, both (the IAEA and NSG actions) have to take place in the next couple of weeks��� for the deal to be considered by Congress, Lynne Weil, spokeswoman for the House Foreign Affairs Committee told the Post. The report said that officials and experts have started thinking of the possibility of India going ahead with civilian nuclear cooperation with countries like France and Russia even as the US failed to get the bilateral nuclear agreement through the US Congress.
