HP to mull 70% employment clause in smaller hydel projects: CM

Himachal Pradesh would consider introducing mandatory 70 per cent local employment clause in small hydro power projects of below five MW.

SHIMLA: Himachal Pradesh would consider introducing mandatory 70 per cent local employment clause in small hydro power projects of below five MW, Chief Minister Prem Kumar Dhumal said on Monday.

At present, about 55 per cent Himachalis are working in the hydro power projects in the state and the government would consider introducing mandatory 70 per cent employment clause to the locals in projects of below 5 MW.

The state government has reserved hydro power projects of upto 2 MW for Himachalis and it would contemplate introducing the 70 per cent mandatory clause in projects upto 5 MW, Dhumal said in reply to a question of BJP MLA Dile Ram.

In the mini projects there percentage was as high as 90 per cent, he added.

Labour Minister Ramesh Dhawala said frequent inspections were made to assess that projects were following mandatory employment conditions.

He, however, admitted that due to shortage of staff, regular inspections of the projects were not possibile.
