Govt to hold talks with Kuki militants in Manipur

IMPHAL: Manipur Chief Minister O.Ibobi Singh would hold talks with Union Home Minister Shivraj Patil on suspension of operation by state forces against Kuki militants, official sources said on Saturday.
Singh, who left for New Delhi this morning, would first discuss the revised ground rules to be followed by militants and security and police forces with Patil during Monday's talks.
The rules, framed by state government, were approved by the cabinet on April 21.
Chief Secretary Jarnail Singh, Director General of Police Y. Joykumar, Joint Secretary of Union Home Ministry (North East) and representatives of the militant outfits would also participate in the discussion.
Sources said if the revised ground rules were accepted by all concerned, 'tripartite talks' among state government, Centre and militant outfits would begin soon.
Under the ground rules, militants would be kept at particular camps and be given identity cards among other things, the sources said adding that state forces would also suspend operation against Kuki militants.
Central forces deployed in Manipur had under an agreement with Kuki militants suspended operation against them since 2005.
