NEW DELHI: The Government is planning to initiate several measures, including amending the relevant Central Act to make it more effective, to achieve 100 per cent birth registration in India by 2010.
Birth recording in the country has increased in last few years, reaching nearly 64 per cent in 2005, D K Sikri, Additional Secretary, Registrar General, said here on Friday.
He, however, stressed on raising awareness and further improving the registration system to reach the goal of universalisation.
The Centre is discussing proposals for amending the Registration of Births and Deaths Act, 1969, including increasing the period for delayed birth registration without affidavit to simplify the procedure, and special provisions to reach out to adopted children and street children, he said.
Speaking at a 'National NGO Consultation' on the issue, Sikri said while states like Kerala and West Bengal have achieved cent per cent registration, in Bihar and Jharkhand, it is in the level of 0-30 per cent. He said enhancing the accountability of the states is the need of the hour.
Roland Angerer of Plan India, a child-centred NGO which organised the workshop of around 50 civil society groups from across the country, said birth registration is the first step towards giving the child educational, health and legal rights.
Noting that 9.3 million children in India still go unregistered every year, UNICEF India representative Cecilio Adorna said NGOs can play a crucial role in strengthening the hand of government in improving registration services.
