NEW DELHI: The CAG report has squarely blamed the government for delaying the 1,250 MW gas-based power plant at Bawana. It says though Pragati Power Company made the proposal for the project in 2003, the cabinet cleared it only in 2006. This time was spent debating how the project would be funded. And when work was finally awarded in 2008, the main contractor BHEL was unable to "mobilize adequate resources at the site" .

Finally, the Centre had to step in and the power ministry allocated an additional 100MW power to Delhi for the duration of the Games. The report says that though October is a lean period for power demand, the government commissioned the plant, claiming it wanted to increase the city's power generation.

However, even with an expenditure of Rs 2,330 crore, it could not be completed in time. The government also awarded some other projects at the last minute, which could not be completed. Till date, only two sub-stations and two cabling projects have been commissioned.
