GoM takes fresh look at demands of para-military forces

NEW DELHI: The demand for separate hardship and counter-insurgency allowances for para-military personnel at par with the army was reviewed at a meeting of the Group of Ministers (GoM) here on Monday.

However, the GoM, headed by External Affairs Minister Pranab Mukherjee, did not take any decision on the matter, sources in the Home Ministry said.

The GoM on exemption of central para-military force personnel from the purview of the new contributory pension scheme will meet again, they said.

This was the second meeting of the GoM, they said, adding that since Finance Minister P Chidambaram was not present, no decision could be taken.

Para-military force personnel do not want to be treated differently from the army in matters pertaining to post-retirement benefits and want their pension scheme to be commensurate with their difficult service conditions.

The last meeting of the GoM was held on August 31 but no decision was taken. It was only decided that the present pension benefits would continue till further orders.

Facing the brunt of terrorism and insurgency in several states, CRPF and BSF have sought grant of special allowances for their personnel in view of the risk factor.

The demands are included in the proposals submitted by the forces, engaged in counter-insurgency operations in the North-East, Jammu and Kashmir and Naxal-hit states, before the Sixth Pay Commission.

The suggestions include increase of disability pension for injured personnel, hike in percentage of family pension paid to widows and change in pension rules.
