Goa Assembly 'concerned' at beggar menace

If you think a man, who arrives at a multiplex with his girl-friend and hours later changes his attire to beg for a living, exists only in Madhur Bhandarkar’s ‘Traffic Signal’, then please listen to the Goa MLA Agnelo Fernandes.

PANAJI: If you think a man, who arrives at a multiplex with his girl-friend and hours later changes his attire to beg for a living, exists only in Madhur Bhandarkars Traffic Signal, then please listen to the Goa MLA Agnelo Fernandes.

The Goa legislator, who represents coastal Calangute constituency, while addressing the House on Friday said such characters do exist in the tourism belt and create nuisance for tourists. There is a person who comes in a taxi next to my hotel and carries two mobiles. But after some time, he changes his attire and starts begging on the beach, Mr Fernandes said.

The issue figured during the ongoing state legislative Assembly session's Zero Hour when Opposition benches criticised state tourism department's inability to control increasing beggars and illegal vendors on the coastal belt. These people are creating nuisance for the tourists, Speaker Pratapsingh Rane himself commented during the discussion.

State tourism minister Fransisco Pacheco, who found himself at the receiving end, said it is difficult for the department to control this nuisance in the absence of co-ordination from the home ministry. The minister pointed out that the tourist police reports to director general of police and is not under the tourism department's control. He said private security can be employed to crack down on the nuisance in Goa.

Leader of Opposition, Manohar Parrikar, said the tourist police should be asked to report to the director of tourism and not to the director general of police.
