NEW DELHI: Believe it or not, a city government-run hospital paid a whopping bill of Rs 2.84 crore to the Delhi Jal Board for two non-functional water connections for three years since 1999!

It was only in 2002 that authorities at the G B Pant Hospital in central Delhi realised their mistakes after they found that they were facing severe water shortage despite three connections.

This negligence was brought to the notice of the Delhi Assembly by a Public Account Committee (PAC) in its report on health and family welfare department submitted in the House on Wednesday.

Incidentally, the hospital is yet to get back arrears, says the report while asking its authorities to be more aware in future.

Taking note of the Comptroller and Auditor General (CAG) report's finding on health sector functioning for 2004, the PAC headed by Congress MLA Vijay Lochav also pulled up the directorate of health services for failing to clear encroachments and take up possession of land required for extension of hospital facilities in Raghubir Nagar.

"This resulted in blockage of Rs 7.82 crore. In addition, expenditure of Rs 16.06 lakh incurred on construction of boundary wall around the land proved unfruitful as it remained incomplete," the report said.

The panel has also criticised the hospital authorities of Lok Nayak Hospital for failing to ensure timely payment of an equipment in accordance with terms of the purchase order even after spending extra money to the tune of Rs 33.21 lakh.

Recommending the authorities concerned plug the loopholes and ensure a systematic mechanism, the panel has asked the department to submit action taken report within three months.
