Funds for OBC seats in IIMs, IITs in doubt

Fate of Rs 2,120 cr for OBC seats in IIMs, IITs hangs in balance as SC stays order on quotas.

NEW FELHI: With Supreme Court staying a law that provides for quotas to OBCs, it is unclear whether money meant for increasing seats for this section in IIMs, IITs and other state-run institutions would be spent next year.

In all, Rs 2,120 crore was earmarked for the purpose in Budget 2007-08.

Finance Minister P Chidambaram had provided Rs 988 crore for increasing seats in seven Indian Institutes of Technology at Kharagpur, Mumbai, Chennai, Kanpur, Delhi, Guwahati and Roorkee.

This money was given as 'plan allocation' toward implementation of Oversight Committee's recommendations for enhancing seats for students from Other Backward Classes.

The Budget allocations for the Department of Higher Education included Rs 80 crore for capacity expansion in six premier Indian Institutes of Managements. This is also as per the recommendations of the Committee headed by Veerappa Moily.

A huge allocation of Rs 780 crore was given to the All India Council for Technical Education (AICTE) for accommodating OBCs in the National Institutes of Technology.

As a result of the money earmarked for implementation of the Moily Committee recommendations, the total allocations for Technical Education was hiked substantially from Rs 1,736.34 crore in 2006-07 (revised estimates) to Rs 3,870 crore.

Under this head, the Indian School of Mines was earmarked Rs 58 crore and the Indian Institute of Information Technology, Allahabad Rs 30 crore.

Other major institutions given the extra Budgetary support include Punjab-based Sant Longowal Institute of Engineering and Technology, National Institutes of Technical Teachers Research and New Delhi-based School of Planning and Architecture.
