Five IAS, IFS officers without duty in Orissa
Contrary to the doctrine of 'no work, no pay', the Orissa government seemed to have coined a new theory -- 'no work, full pay'.
This was evident from the civil list of the state government where at least five senior officers, three from IAS and two IFS, have been named as 'officers without duty'.
According to a cursory estimate, the five officers take home nearly Rs two lakh every month, official sources said.
The latest of them was commissioner rank officer Priyabrat Patnaik, a 1976 batch IAS. Patnaik was stripped off all official responsibilities on May 1, 2008 after his name cropped up in the murder case of judo coach Biranchi Das.
Besides being the nodal officer for Posco-India project, Patnaik was holding important posts like secretary of transport and commerce department and was the chairman-cum- managing director of Orissa State Road Transport Commission.
The two other IAS officers who too come under the category of officers without duty were 1979 batch IAS officer Ramesh Chandra Behera and 1983 batch IAS officer Santosh Kumar Mishra. The two officers continue to take their salary since they were named as officers without duty on May 19, 2006.
They were relinquished of their responsibilities after their names were linked with alleged corruption cases.
