The move came after the Bharatiya Janata Party lodged a strong complaint, calling the Congress president's statement unacceptable and demanding an apology.

The saffron party argued that such comments violate the Model Code of Conduct and drag political debate to a new low.
The row began on the last day of campaigning in Tamil Nadu, when Kharge, speaking at a press interaction, referred to the prime minister in terms that quickly sparked outrage.
BJP leaders were quick to respond, with several calling the remark “atrocious” and accusing the Congress chief of crossing the line.
Facing criticism, Kharge has tried to clear the air, insisting his words were misunderstood.

“I clarified my statement in Chennai,” he told reporters, sticking to his position that he did not mean to label the PM Modi in the way it was interpreted.
According to the Congress leader, his comment was aimed at what he described as the government’s use of central agencies against opposition leaders. He said he was referring to a climate of “fear” created through raids and investigations, not making a personal allegation.
“I did not call the PM a terrorist. What I said was that politicians are being terrorised. There is tax terrorism - ED, Income Tax and CBI raids are happening,” he said earlier, explaining his remarks.
He went on to argue that such actions are meant to pressure political opponents and influence elections. “People are being scared and silenced through these actions,” he added.
Even after the clarification, the BJP kept up its stance, urging the Election Commission to take strict action. With the notice now issued, Kharge will have to formally respond to the poll body.
