NEW DELHI : Railway Minister Lalu Prasad on Wednesday said Nepal should not be blamed for the flood situation in Bihar following the deluge in Kosi river emanating from the Himalayan country and accused the state government of negligence and lack of preparedness to face the problem.

"Nepal did not release water which caused the flood. It was the state government's negligence which caused the misery," he said.

In the backdrop of media reports that Nepal released thousands of cusecs of water in Kosi, he said it was the state's unpreparedness to tackle the flood which caused devastation in catchment areas.

Prasad said he would be making an aerial visit of the spot in Nepal where Kosi has breached the embankments.

On his reported visit to Nepal and meeting with Prime Minister Prachanda, he said he would only be making a courtsey call as he has no "authorisation to take up the issue with him."
