Former IG (Prayagraj) Surya Kumar recounted the rise of gangster Atiq Ahmed, revealing that Atiq was involved in instigating riots in Allahabad in 1986. When police cracked down, Atiq fled to Bombay and gradually became a mafia leader, acquiring disputed land cheaply and selling it for profit while threatening or killing opponents. Surya Kumar also disclosed that Atiq, along with Shahabuddin of Siwan and Mukhtar Ansari of Mau, had links to a group of ISI operatives from Pakistan who printed fake Indian currency, which was sent via the Pakistani embassy in Kathmandu. They used the money to expand their criminal networks and increase profits.
