Delhi may not regularise affluent illegal colonies
The government may not legalise high-profile unauthorised colonies of Delhi like Sainik Farms, Anantram Dairy and Mahendru Enclave as planned earlier.
Therefore, slum clusters in the Capital may get legalised, while farmhouses built on agriculture land may face demolition. Top politicians, bureaucrats and businessmen own farmhouses at locations like Sainik Farms.
The urban development ministry has incorporated the decision on not legalising unauthorised farmhouses in its revised guidelines for regularisation of unauthorised colonies in Delhi. The provision would be incorporated in Delhi’s Master Plan 2021. The government would also submit its decision to the Supreme Court, which is looking into various cases related to unauthorised constructions in Delhi.
Earlier, a government-appointed committee had suggested that unauthorised colonies like Sainik Farms can be legalised after making owners of these properties pay cost of land at “prevailing market rate” besides a penalty for violating land laws. This suggestion has been set aside now.
The land in Sainik Farms was orginally allotted to ex-service personnel for farming, but was converted into residential bungalows of palatial proportions. Regularisation has been ruled out in the case of colonies encroaching notified or reserved forest areas.
