Speaking on the resolution seeking amendments to bring a legislation to create "NCT Public Service", leader of Opposition said that as Delhi is a Union Territory, such decisions can not be taken.
"A change has to be made in the Constitution through Parliament for the creation of "NCT Public Service" as Delhi is Union Territory. You (government) are confusing the bureaucrats of Delhi. The government is not in the situation to run bureaucracy," Gupta said.
Accusing the AAP government of being anarchists, he said it has collapsed the system.
Meanwhile, criticising the APP government Delhi BJP President Satish Upadhyay said that special session of a Legislative Assembly or the Parliament is called under extremely adverse circumstances or an emergency.
"When we hear the word special session it transpires that some emergency has arisen before the government calling for a special session.
"During last 68 years the nation has worked on this line and hardly once or twice a special session of any State Assembly or the Parliament has been called but the two days special session called by Arvind Kejriwal Government has concluded and Delhi fails to understand why it was called ?," Upadhyay said.
He also said that the two days special session neither transacted legislative business nor did they see any special announcement from the Government.
