NEW DELHI: Speaking at a press conference after a meet with Prime Minister, Sushil Kumar Shinde said that death sentence for rape will have to be discussed in Parliament. The Home Minister said that the government will take immediate steps for amendment of Criminal Law for more effective punishment in rarest of rare cases of sexual assault.

Government announced the setting set up of a Commission of Inquiry under the Commissions of Inquiry Act 1952 to review responses to this shocking crime and to suggest measures to improve the safety and security of women in the capital. Shinde announced the judicial commission will also probe any dereliction of duty on behalf of police. He said that no personnel will be spared if lapses were found on their part.

Rejecting the proposal of a special session of parliament, Shinde said that new measures for security of women in Delhi were decided at the meeting with PM.

Shinde said, "All the six accused have been arrested by the police, the last one yesterday from Jharkhand. Sufficient evidence has been gathered to prosecute them and the charge sheet will be filed very shortly. Government is requesting the Court for a speedy trial through a fast track court on a day to day basis."

The steps announced by the home minister included improving public transport system, GPS installation, ID cards with personnel and proactive patrolling.

Speaking about the victim, Shinde said, "The girl is being provided with best medical care and government will do whatever is necessary for her recover."

The government has also taken strong against the transporter whose bus was used for this heinous crime. Permits for all the nine vehicles owned by this transporter have been cancelled.

On the widespread protest, the government said that it shared the widespread concern and support that has been expressed throughout society for the girl who has suffered. "Government also respects the right of legitimate protest. At the same time, there is need to exercise calm at this juncture and for everyone to work together to improve the safety and security environment," Shinde added.

Earlier in the day, as protests over the horrendous gang rape incident intensified, Congress president Sonia Gandhi spoke to Prime Minister Manmohan Singh asking for swift and immediate action in the case.

She also wanted the Prime Minister to ask the home minister to ensure that appropriate measures are taken to protect the victim, who is undergoing treatment in a city hospital.

Describing the incident as a "monstrous crime", Gandhi said this deserves not only universal condemnation but also the "Government's most urgent attention".
