The protesters, led by Congress Municipal Councillor Amrita Dhawan, laid siege to the entrance of the plant at around 10 am alleging inflated power and water bills.
"People of Delhi are is despair. Power and water have got costlier. But we cannot hear a word from our Aam Aadmi Chief Minister (Kejriwal)," Dhawan said.
Police resorted to mild action and pushed the workers away as Kejriwal accompanied by Chief Secretary K K Sharma came out of the plant.
They accused Kejriwal of being a "hypocrite" referring to his days in the Opposition, "when he had asked people not to pay inflated bills."
"And what about his Jan Lokpal Bill over which he had quit?" they asked.
