Come out with concrete proposal for public toilets: Delhi High Court

NEW DELHI: The Delhi High Court today asked civic bodies, including NDMC and Cantonment Board, to come out with a concrete proposal and clear-cut time schedule for providing better sanitation in the national capital.

A bench of Justices B D Ahmed and S Mridul also directed the three corporations of Delhi (East Delhi Municipal Corporation, North Delhi Municipal Corporation and South Delhi Municipal Corporation), Cantonment Board and Delhi Urban Shelter Improvement Board (DUSIB) to earmark zones where they can build proper sanitation facility.

"There is a serious dearth of public toilets. At a time when even the Centre is sensitised to sanitation, civic bodies must take a lesson.

"We direct the civic bodies to submit a concrete proposal and clear-cut time schedule for developing sanitation facilities in the capital," the bench said.

An inspection report was also submitted by petitioner advocate Ashok Aggarwal suggesting that the municipal corporations have to tighten their noose on concessionaires and impose strict conditions in outsourcing agreements.

The report has also suggested setting up of composting plants on community-basis, such as the one being run at Miranda House, to reduce the burden upon dhalaos (garbagd dumps) and land-fill sites.
