CIC Asks defence ministry to disclose 2 Joint operational doctrines

The Central Information Commission (CIC) has directed defence ministry to disclose two joint operational doctrines – documents that guide joint fighting capabilities of Indian armed forces – after an eight year-long transparency battle.

Information Commissioner D P Sinha has directed Integrated Defence Staff headquarters to put in public domain Joint Doctrine for Perception Management and Psychological Operations and Joint Doctrine for Land and Air Operations.

The order has come in response to a complaint by Right to Information (RTI) activist Venkatesh Nayak, who had sought the text of the two doctrines, after they were released by Air Chief Marshal P V Naik in June 2010. While the two doctrines were released, the text was never made available to the public.
