MUMBAI: The Maharashtra Jeevan Pradhikaran (MJP), a government-run water body, incurred "unfruitful" expenditure of Rs 31.69 lakh on "unplanned" computerisation, while Rs 1.59 crore was blocked due to non-use of iron pipes, a report by the Comptroller and Auditor General (CAG) said.
The computerisation was for speeding up the accounting process in the head office and 87 circle offices.
The work of software development was, however, taken up without planning the user requirements, choice of database system and technology, the CAG report, which was tabled in the just concluded session of the state legislature, said.
The software, implemented between February 2000 and December 2001 without proper testing, could not meet the user requirements. Hence, it was modified in July 2002 and implemented in Konkan region, Pune, Nashik and Aurangabad but not at Amravati and Nagpur, the report said.
Thirty-eight units reported faulty software and so they stopped using the package by 2005. The MJP failed to take any action resulting in the unfruitful expenditure, it said.
Iron bought for improvement of the water distribution system at Nagpur in 1999 was to be laid in a busy area with heavy traffic. But it was unviable to lay the pipes and so, even after the project was completed in 2000, the pipes lay idle till July 2006. No action was taken to dispose the surplus pipes.
Both the matters were brought to the notice of the government in October 2006 but no action has been initiated, the CAG report said.
