Cabinet okays patent examiners access to TKDL
The Union Cabinet has approved a proposal to give patent examiners access to the country's Traditional Knowledge Digital Library (TKDL).

NEW DELH: The Union Cabinet has approved a proposal to give patent examiners access to the country's Traditional Knowledge Digital Library (TKDL).
"The cabinet today gave its approval for authorising National Institute of Science Communication and Information Resources (NISCAIR), CSIR, Department of Scientific and Industrial Research to sign a non-disclosure agreement with International Patent Offices, for making TKDL accessible to patent examiners," Parliamentary Affairs Minister P R Dasmunsi told reporters here.
This decision would enable NISCAIR to sign the non-disclosure agreement and provide access to TKDL database 24x7 on secured portal as per the terms and conditions of the Access Agreement.
The cabinet also approved the proposal to cover the entire cost of Rs 10 crore of TKDL.
TKDL documents India's traditional medicine and other systems in patent application format in five international languages. TKDL will prevent misappropriation of traditional knowledge, particularly with respect to traditional medicines such as ayurveda, unani, siddha and yoga by westerners.

The minister said access to TKDL by the examiners of an international patent office would only be utilised to patent search and examination."International Patent Offices and their examiners would not make any third party disclosure other than what is necessary and essential for the purposes of patent search and examination," he said.
The entire work of TKDL would be completed by December 2007.
