New Delhi: BJP Lok Sabha member Nishikant Dubey, who had filed a notice of breach of privileges against Congress MP Rahul Gandhi, on Friday deposed before the House privileges committee and argued that there was a fit case for the committee to seek Gandhi's expulsion from the LS for "committing multiple breach of privileges" during his February 7 House speech and also for "him being a habitual offender" on this count, it is learnt. There are indications that Gandhi may be asked to appear before the panel even though there is no official word yet about it.

Dubey argued that Gandhi was guilty of committing at least three breaches of privileges during his September 7 speech on the motion of thanks to the President's address (in which he targeted the PM over the Adani-Hindenburg issue). Dubey accused Gandhi of having violated Rule 352 by levelling "unsubstantiated", "defamatory" and 'unparliamentary" allegations against Modi, that too without notices to the Speaker. Dubey said Gandhi repeated those charges during his speeches outside Parliament, including in the UK recently, people privy to the issue said.
