Dubey argued that Gandhi was guilty of committing at least three breaches of privileges during his September 7 speech on the motion of thanks to the President's address (in which he targeted the PM over the Adani-Hindenburg issue). Dubey accused Gandhi of having violated Rule 352 by levelling "unsubstantiated", "defamatory" and 'unparliamentary" allegations against Modi, that too without notices to the Speaker. Dubey said Gandhi repeated those charges during his speeches outside Parliament, including in the UK recently, people privy to the issue said.
