Tanwar released a video of the CCTV footage in which Singh is purportedly seen roughing up an employee and pushing him out of office on September 23.
However, it is unclear what is being said in the video. Surinder Singh could not be reached for comment but Aam Admi Party dismissed the allegation as "false".
"The allegation is being made by someone who has recently been seen misbehaving with a woman," a party spokesperson said, referring to a complaint filed by a woman that Tanwar misbehaved with her publicly. The complaint was later withdrawn.
"Karan Singh Tanwar is trying to make a political score here. Is it possible that police, which is under Home Ministry, does not register a complaint. His allegations are false," he said.
Tawnwar alleged in a statement that in September, "Singh and his supporters entered the Tehsildar's office and pressurised the officials for issuing the illegal/bogus domicile certificates.
"On refusal by the employees, he and his supporters attributed to abusive language and indulged themselves into manhandling with the government servant."
The BJP leader alleged that Delhi Cantonment's executive magistrate Nathu Ram had filed a complaint at the local police station in this connection but till date no FIR has been registered against Singh.
He said he will hold a demonstration in front of AAP's office if an FIR into the matter is not lodged by the police.
Singh defeated Tanwar from the Delhi Cantt constituency in the 2013 Delhi assembly elections.
