Government on Thursday decided to introduce a bill in Parliament to overcome "practical difficulties" in implementing the 2006 law on reservation in admissions to higher educational institutions.

NEW DELHI: Government on Thursday decided to introduce a bill in Parliament to overcome "practical difficulties" in implementing the 2006 law on reservation in admissions to higher educational institutions, upheld by the Supreme Court.
The Union Cabinet, at a meeting chaired by Prime Minister Manmohan Singh, approved the introduction of the Central Educational Institutions (Reservation in Admission) Amendment Bill, 2008, in Parliament, Information and Broadcasting Minister P R Dasmunsi said here.
"The legislation shall be introduced immediately," he said, indicating that this would be done in the upcoming Monsoon Session itself.
He said the amended bill would facilitate overcoming of the "practical difficulties in implementing the provisions of the Central Educational Institutions (Reservation in Admission) Act, 2006."
Settling the controversial reservation issue in education, the Supreme Court had in April this year upheld the law providing 27 per cent quota for OBCs in IITs, IIMs and other central educational institutions and said the "creamy layer" cannot enjoy the benefit.
With the court clearing the Central Educational Institutions (Reservation in Admission) Act- 2006, the elite institutions would have to implmement the quota in the 2008-09 academic session.
The five-judge constitution bench headed by Chief Justice K G Balakrishnan upheld the validity of the Constitution (93rd Amendment) Act 2005 empowering the Centre to come out with the special law for OBC reservation in educational institutions of higher learning.
