Bihar launches ‘Bhumi Sudhar Jan Kalyan Samvad’ to fast-track land dispute resolution: Deputy CM Vijay Kumar Sinha

Speaking at the “Bhumi Sudhar Jan Kalyan Samvad” programme, organized in the town hall of Bihar’s Bhagalpur city, the state’s deputy chief minister Vijay Kumar Sinha, who is minister for Revenue and Land Reforms Department, said that the main objective of the “Samvad” (dialogue) programme is to listen the problems the common people face and ensure their legal solution on a priority basis.

Describing the land reform and land disputes as extremely complex subjects, he said it requires a deep understanding of legal provisions as well as ground realities. Keeping this in mind, the department has decided to hold division-wise and district-wise “Samvad” programmes in the first 100 days of his tenure, the minister Sinha said. He further added that transparent, public-friendly, and sustainable policies can be formulated based on real feedback.

Deputy CM Sinha said that all department services are now fully online. “Jankalyan Samvad” was launched from Patna on December 12th to ensure that the public can easily access these services. In response to the difficulties faced by the public in applying online, CSC centers have been opened in each zonal office, where computer trained VLEs will provide applications and appropriate consultations for a nominal fee.


He also clarified that strict action will now be taken against those obstructing work using forged documents. All zonal officers and revenue employees have been given the authority to file criminal cases against such elements.

He added a “Bhumi Sudha Jan-Kalyan Karyashala” (Land Reforms Public Welfare Workshop”, attended by additional Collectors (Revenue), Land Reforms Sub-Collector and Zonal Officers of all 38 districts of the state, was organised at Gyan Bhawan, Patna, to take the objectives of this dialogue to the grassroots level. The officers were directed to give top priority to the solution of public problems.

Referring to his works so far, deputy CM Sinha said that from January 1, 2026, certified copies of revenue records are available only online.
