NEW DELHI: Chief minister Arvind Kejriwal on Tuesday made it clear that there was no room for non-performers in his government. He announced in the assembly that the selection of departmental heads would be purely based on performance of bureaucrats. During last week's review meetings, Kejriwal had asked HODs to think out of the box and achieve their targets.

To be implemented on an experimental basis, the step is aimed at encouraging a healthy competition among bureaucrats. "We have seen what happens in transfers and postings. Recommendations keep coming (in such cases). This time we have decided that for some of the HODs, there should be a new experiment." Kejriwal made the point as part of his concluding remarks on the LG's address at the first session of the sixth legislative assembly.

"We will fix targets. We will publicize the targets (for any department). Officers should make a plan to achieve the target. The officer who has the best plan will be given the charge of the department," the CM said.

He said the officer will have complete freedom, but he/she will also be subjected to periodic review. "There will be no interference in the plan and he will have the freedom to work. The officer will be given a full tenure. However, there will be periodic reviews to see whether targets are being achieved. So, honesty and efficiency will be rewarded," Kejriwal added.

Later, deputy CM Manish Sisodia told reporters the move will boost the confidence of the officers and help them give their best performance. "It is challenging, but then one needs to accept challenges if he has to achieve the target," Sisodia said.

During last week's departmental reviews, all HODs were asked questions about innovations and how they could further enhance their output. Those who expressed difficulty in achieving their targets were told to think out of the box and return with a plan.

The AAP government's approach towards the bureaucracy this time is clearly different from what it used to be during its 49-day tenure. There was a spate of bureaucratic transfers then. Now, the government is not taking any haste decision. It is trying to create a new culture of governance and is clearly focused on cutting down red-tape by bringing proactive officers on board.
