Bandh in Arunachal's Itanagar leads to vandalism

A student body called for a bandh, asking for the suspension and arrest of the then top officials of Arunachal Pradesh Staff Selection Board (APSSB).

GUWAHATI: A 12 hour capital bandh in Itanagar, Arunachal Pradesh by the All Nyishi Youth Association led to vehicles being damaged and large scale stone pelting. Roads were blocked at several places.

The student body called a bandh, asking for the suspension and arrest of the then top officials of Arunachal Pradesh Staff Selection Board (APSSB).

Former APSSB undersecretary Kapter Ringu has been suspended by an order issued on 25 February by Chief Secretary Naresh Kumar.


The order states the following: “Kapter Ringu (APCS) senior grade is deemed to have been suspended with effect from date of detention/arrest, ie, 20/02/2020, in terms of Sub-rule (2) (a) of Rule 10 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, and shall remain under suspension till further orders.”

Earlier, Komkar Dulom, Capital Complex district magistrate had in a notification had stated - “such bandh calls cause untold misery and hardship, especially to daily wage earners, patients, students, the business community and also cause law & order problems. The Supreme court has already declared any bandh called by any political party, organization or association or group or individual as unconstitutional and illegal”.

The notification further said, “In view of the reasons mentioned here in above, it is expedient and required to declare the proposed 12-hour bandh call of February 28 as illegal and an unlawful activity as prohibited under the law. It is also ordered that cost of any damage or destruction to public or private properties shall be recovered from the bandh callers, if proposed bandh call is enforced and any destruction occurs during the period.”
