CM Yogi said that "Babuji" was the first Bharatiya Janata Party Chief Minister of Uttar Pradesh. According to him, when Kalyan Singh assumed office in 1991, the state was plagued by chaos, anarchy, hooliganism, and terrorist activities. Government schemes were not reaching villages, the poor, farmers, youth, and women.

CM Yogi said, “Babuji started working for the development of the state, and his efforts created a positive impression of his government. The people of the state have faith that Uttar Pradesh will move to a new stage of development and good governance by seeing the works of Babuji.”
He recalled that when Kalyan Singh took the reins of the BJP government for the first time, “within a few months, the people of the state began to strongly believe that Uttar Pradesh would embark on a new path of development, moving towards good governance.” However, he added, there were conspiracies to destabilize Kalyan Singh and his government.
CM Yogi also remembered that when the Ram Janmabhoomi movement reached its peak, the then CM did not hesitate to sacrifice power for Lord Shri Ram, respecting the sentiments of Ram devotees and revered saints. “Although Kalyan Singh’s government fell, Ram devotees quickly took full responsibility and fulfilled their duties towards Lord Ram,” he said. “Babuji's tenure will always be remembered for advancing the Uttar Pradesh government's mission of good governance, development, and nationalism.”
