The report alleged that one of the relatives of MLA Honchun was kidnapped on December 31 by NSCN(K) at the "behest of Tuki and his minister T Aboh," and the police was 'not holding proper investigations'. The governor also accused Tuki and Speaker Rabia, both of Nyishi tribe, of playing "communal politics by inciting, provoking, funding Nyishi student and other communal organisation against other tribes and the governor by referring to his Assamese root".
As first reported by ET, the report alleged that Tuki indulged in corruption by misappropriating Rs 35 crore meant for transport hill subsidy. Officials familiar with the report said the governor also alleged that Tuki and his ministers "abused and scolded with threatening words" after he refused to withdraw his December 15 order advancing the assembly session.
Angry ministers tried to "physically assault" the governor, the report alleged. Rajkhowa had sent multiple reports from October to December, where he alleged the state was "being run by a minority government for several months".
The governor’s report also alleged dismissed home minister T Byaling led the protest against the governor. All roads "leading to Raj Bhavan was blocked by Tuki-Rebia supporters and all types of abusive slogans were raised against the governor by using the loud speakers under the leadership of home minister."
