ARC for setting up Crime Investigative agency in states
Taking a serious note of fake encounter deaths, the Administrative Reforms Commission on Monday recommended setting up of Crime Investigative Agency in every state to probe federal crimes.
It suggested setting up of an independent Inspectorate to inquire into encounter deaths within 24 hours.
In his report on Public Order which was presented to Prime Minister Manmohan Singh, ARC Chairman Veerappa Moily said the administrative control of the Crime Investigative Agency (CIA) should be with a Board of Investigation (BoI).
The BoI should be headed by a sitting/retired High Court judge, eminent lawyer or citizen or a retired police officer, who should be appointed by a high-powered collegium headed by the chief minister, he told reporters here.
Federal crimes covered terrorism, acts threatening national security, trafficking in arms and human beings, organised crime, sedition, major crimes with inter-state ramification, assassination of or attempt on major public figures and serious economic offences.
Moily said a new law should be enacted to govern the CBI which should probe federal crimes.
Confessions made before the police should be admissible with all such statements being video recorded and the tapes produced before the court, the report said.
Aware that the representation of women in the police force was low, it advocated they should comprise 33 per cent.
