Akhand Pratap Singh's devious ways

Former UP chief secretary Akhand Pratap Singh used innovative methods to acquire properties and was in the process of setting up an international school in Nainital.

NEW DELHI: The CBI has found that former Uttar Pradesh chief secretary Akhand Pratap Singh, who was arrested in a disproportionate assets case, used innovative methods to acquire properties and was in the process of setting up an international school in Nainital.

A day before his arrest, CBI sleuths uncovered yet another property in Ghaziabad that belongs to the retired IAS official. That takes the total number of properties in the case to 85 and even this figure is being called “conservative’’.

In 2005, the CBI had started with 10 to 12 properties. The CBI has found that Singh, who was remanded to 12 days of CBI custody by a Delhi court, started a trust called Seer’s Trust for alleged money laundering purposes. Before his arrest on Tuesday, Singh was in the process of setting up the international school in Nainital through the Seer’s Trust.

He showed donations to the trust from various companies and individuals. He even allegedly fabricated letters showing donations but the CBI found that the companies and individuals were unaware of these donations and that Singh was allegedly pouring his “ill begotten gains’’ into the venture. Sources said that the donations add up to around Rs 4 to 5 crore.

He created power of attorneys for various properties and created fabricated records in the names of his two daughters and other distant relatives. He allegedly used a number of chartered accountants to transfer properties. Singh registered properties in the names of his distant relatives who when contacted by the CBI sleuths said that they had no knowledge of the properties.
