May 8, 2014: After eight phases of the 2014 Lok Sabha elections are done and dusted, the BJP candidate for Varanasi – which will elect its Member of Parliament (MP) in the ninth and final phase on May 12 – storms into the holy city for a ‘Bharat Vijay’ rally. “I have come to you with one agenda and that is development. Except development, there is nothing on my agenda,” he thunders.

Voters – a little over 5.8 lakh of them – in a city that could do with dollops of development saw merit in such statements, and elected the man who was also BJP’s prime ministerial candidate by a convincing margin (runner up Arvind Kejriwal of Aam Aadmi Party could muster just under 2.1 lakh votes).

Almost a year later, a visit to the Assi Ghat in Varanasi will tell you that Narendra Modi has embarked on the process of delivery in a city where garbage and filth are constant companions. Cleaning up the ghats that lead up to the banks of the Ganga dovetails swimmingly with one of the prime minister’s flagship schemes, Swachh Bharat; and as the clean-up on Assi Ghat suggests, Varanasi is on its way to a long-drawn-out transformation.

Still in Uttar Pradesh, roughly 340 km away from Varanasi, it’s a contrasting tale of an MP who’s hitting the headlines for all the ugly reasons that have little bearing on his constituency, which is crying out for development – good roads, potable water, schools, parks et al. That’s the story of Sakshi Maharaj and Unnao.
